相信很多JSLer通过QDII投资海外,这个风险不能无视。
Q: After the outbreak of the war between Russia and Ukraine, did the United States freeze Russian mutual funds investing in the US market?
A:
No, the US did not directly freeze Russian mutual funds investing in the US market. There were, however, restrictions placed that indirectly affected these funds:
Sanctions on Russian entities: The US imposed sanctions on certain Russian banks and institutions, limiting their ability to conduct financial transactions in the US dollar. This could make it difficult for these entities to manage their US investments, including those held through mutual funds.
Prohibition on new investments in certain Russian securities: US investors were restricted from buying new shares in some Russian companies. This wouldn't apply to existing holdings in mutual funds, but it could limit the investment options for those funds.
Overall, the US aimed to restrict Russia's access to the US financial system, but they didn't completely block Russian investment through mutual funds. It's important to note that specific regulations can get complex, so in-depth research might be needed for a particular mutual fund.
Q: I mean, for example, if a Russian mutual fund buys the S&P 500 or the Nasdaq, can Russian investors still redeem their interests in these funds normally?
A: In that case, yes, there likely wouldn't be restrictions on Russian investors redeeming their interests in those funds, assuming certain conditions are met. Here's why:
Focus on New Investment in Russia: The US sanctions targeted new investments flowing into Russia, not existing holdings of US assets by Russian entities.
S&P 500 and Nasdaq: These are US stock market indexes, not Russian securities. If a Russian mutual fund invests in these indexes through US-based funds, it wouldn't be considered a direct investment in Russia.
However, there are some nuances to consider:
Fund Restrictions: The specific mutual fund might have its own restrictions on redemptions unrelated to US sanctions.
Sanctioned Individuals: If a Russian investor is on a US sanctions list, they might face limitations on redeeming their holdings.
Financial Institution Compliance: The financial institution holding the Russian mutual fund could have additional compliance procedures due to the sanctions, potentially causing delays in redemption.
It's important to note that the situation can be complex, and for a definitive answer, a Russian investor should consult with their financial advisor or directly contact the fund they hold for clarification on redemption procedures under current circumstances.
